That describes a different sign, the one that bans right turns only when you are facing a red light. This sign shows no traffic light at all, just a right-turn arrow inside a red circle and slash.

A curve ahead is a warning: a yellow diamond with a black arrow and nothing crossed out. This one is a white square with a red circle and slash, so it gives an order, not a heads-up.

Keeping right is a lane instruction, like the sign telling you to pass to the right of a traffic island. This sign strikes out a turn arrow, so it bans a movement instead.
