No closer than 1 metre
Too close to be useful. One metre leaves a fire crew almost no room to work, and the parking rules set the hydrant distance at three metres.

Right beside it is fine if you stay in the car
Staying in your seat does not open a loophole. Keep three metres clear of a hydrant, and remember that local by-laws can limit stopping and standing too, and they are not always posted on a sign.

No closer than 15 metres
15 metres is a real rule, just for something else. It is the distance for a railway crossing and for an intersection with traffic lights. Hydrants need three metres.
