What does the no left turn sign mean in Ontario?
Do not turn left at the intersection
A red circle and slash over a left-turn arrow means you may not turn left at this intersection. A symbol inside a red circle with a line through it always means the action shown is not allowed.
Why the other answers are wrong

Left turns are allowed only on a green arrow
A green arrow comes from a traffic light, not from a sign, and this sign shows no hours on it. So the ban always applies: you may not turn left here at all. When a left turn is banned only during set hours, the sign shows those hours.

A sharp left curve is ahead
Road shape warnings are yellow diamonds with a bending arrow. This is a white regulatory sign, and the red circle and slash mean the action shown is not allowed.

Keep left of the traffic island
There is a separate sign for traffic islands, and in Ontario it tells you to keep to the right of the island. This one shows a turn arrow crossed out, not an island.

A red circle with a slash through a symbol forbids whatever the symbol shows.
